Tujuan penelitian ini adalah untuk mendeskripsikan penguasaan konsep siswa dan keterampilan pemecahan masalah melalui Pendekatan Keterampilan Proses. Perangkat  pembelajaran yang divalidasi diimplementasikan pada 25 siswa di kelas IV SDN Sawahan Mojokerto dengan desain one group pre test-post tes. Hasil penelitian menunjukkan bahwa skor N-Gain pada konsep penguasaan siswa dan keterampilan pemecahan masalah siswa adalah 0,73 (kategori tinggi) dan 0,74 (kategori tinggi). Respon siswa positif pada pendekatan ketrampilan proses. Hasil pengamatan Rencana Pelaksanaan Pembelajaran menunjukkan bahwa semua tahapan dilaksanakan 100% dengan rentang skor 3,5-4 (kategori baik). Penelitian ini menyimpulkan bahwa perangkat pembelajaran bisa meningkatkan penguasaan konsep dan keterampilan pemecahan masalah siswa.

Abstract
The aim this research was to describe the student’s concept mastery and problem solving through the process approach. The validated teaching learning material was implemented on 25 student’s in IV grade SDN Sawahan Mojokerto using one group pre test-post test design. The result showed that the N-Gain score on student’s concept mastery and student’s problem solving were 0.73 (high category) and 0.74 (high category) respectively. The student’s respond was positive on problem solving. The observation on learning plan showed that all stages of the lesson plan was 100% implemented with range score 3.5 – 4 (good category). This research concluded that the teaching learning package can increase concept mastery and problem solving.
